If the plane fell on Turkish side of the border then Turkey would have a case. They shot down a plane leaving their airspace and over Syrian airspace after the fact - if ever the Russian plane was in Turkish airspace.

Some empires are "good" empires like the British and Romans and tend to leave the people and places they rule better off. But Turkey's empire was a horrible empire - built around Islamic slavery and fear. It will never be right over there as long as this fact is not realized and addressed.
