Turkish F-16 fighter jets shot down a war plane of unknown origin on Tuesday after it violated Turkish air space close to the Syrian border and ignored warnings, a Turkish military official told Reuters.

It is correct that the UN Mandate was the authority to invade Iraq, but that was not an open-ended authority and would be extended several times, but eventually it would be replaced with the Status of Forces Agreement(SOFA) that Bush signed in 2008 and Obama followed.

This would later become a big issue because the Iraqi parliament would not negotiate a replacement SOFA which would have allowed the US to leave troops in Iraq beyond the 2011 deadline for total troop withdrawal. Many have said that Obama could have negotiated an "executive agreement" with Iraq Prime Minister Maliki, to allow US troops remain there but that is questionable because the Parliament had to authorize it and they were not willing, especially Sadr, who controlled the swing vote in the parliament.

Even if a replacement SOFA could have been negotiated, it would have only delayed the US withdrawal timetable beyond the 2011 final pull-out date, and definately Iraq was not willing to let the US leave troops indefinitely. Today, Iraq welcomes US military aid, assistance, and weapons but are opposed to large numbers of US troops.

Congress issued the Iraq Authority to Use Military Force(AUMF) to Bush, which Obama inherited from Bush, and is the basis of Obama's authority. The AUMF was very broadly written and gave Bush broad authority, which the democrats didn't like and the dems tried to constrict Bush with the Iraq Study Group(2006), the Iraq Assessment Commission(2007), and the Afghanistan Study Group(2008).

Regarding Obama's authority there is an elaborate dance going on. On one hand Obama says he has all the authority that he needs with the Iraq AUMF and the Defense Authorization Act(Libya).

OTOH, Obama says the AUMF constricts him and he wants to trade it in in a more narrow Syria-Iraq AUMF. In the last dem debate, Hillary echoed that saying the Iraq AUMF would give her authority as prez, but the AUMF needed to be updated.

The GOP( and some dems) say Obama has all the authority he needs and are not changing anything because they don't want to possibly constrict a GOP prez that might get elected next year.

So if you look closely, Obama would arm the Syrian Rebels only after Congress approved it(2013). Likewise, Obama was willing to bomb Assad's troops over the chem weapons but only if Congress approved it, which they never did, because it was resolved diplomatically.

Let's keep an eye on this and see if the GOP controlled Congress puts 10-20 thousand US troops on the ground in Syria/Iraq to defeat ISIS. It should be easy to get a UN Mandate from the UN Security Council(US, Russia, UK, China, UK)

Are we sure about that? Both the Russians and Turks have reasons to lie about the incident ie, the exact flight path and any reasons for possible deviation into Turkish airspace.

The Turks want to get Assad out so they can annex part of northern Syria and have a sphere of influence in Syria. The Russians are squarely behind Assad who opposes Turkish encroachment. It would seem that The Turks would want to undermine Putin’s logistical and political position. I don’t see any advantage for Putin to have his planes intentionally violate Turkish airspace.

Who knows what NATO is up to these days.

so in essence we have already begun war with Russia, who is actually doing what needs to be done.

this will do great damage to their cause if planes keep getting shot down..

but putin is not obummer. he will send in tanks and infantry and send them straight back to hell i hope.

with american weapons in their hands, ISIS will be formidable.

maybe Russia will have a repeat of Afghanistan. incredible. i HATE our president.

IMHO, NATO lost all credibility when they became in the Balkans war.

I’m no NATO expert but I don’t believe their charter allowed for such actions.

I still believe the US/NATO was on the WRONG side of that conflict even if their charter DID allow for such.

You are way off base. Obama has had the airforce even returning with their ordanace, over and over. Everything he does helps ISIS.

Well, during the last two years I’ve spent time in Iraq, supporting counter-ISIS air operations. I’ve watched many ISIS get smoked in real time.

The West operates under different ROEs than the Russians. Our ROEs will not inflame the Muslim world. Theirs will. We follow something called the Law of War and avoid civilian, non-combatants. Russia also follows the Law of War and does not avoid civilians due to Assad declaring non-regime aligned Syrian civilians enemy combatants. All of them. This distinction is not lost on Muslims looking at Syria.

The longer Russia participates, the worse things will get. Just watch.

You are right. Another point, he could have gotten congress to approve. They've been more then willing under Boehner to kiss Obama's ass on everything else.

But, as for dictatorship, Obama has said more than once that he felt restrained by the constitution or that he didn't realize how limited the office of the president was. That man is pure evil.

Exactly what France did when initially dealing with Hitler. Didn’t work out too well for them.

As ALL muslims are taught by their religion to confront and eliminate all infidels, I could care less what they think or if they get inflamed. They have ALREADY made their feelings and intents crystal clear.

And you might want to revisit your definition of “the West”, on last count both the UK and France are working with Russia, not undermining therm like the (increasingly isolated) US.
