I did some quick research. The Tsarnov's came to the US on tourist visas, but once they got here they applied for asylum. The only difference between asylum and refugee is asylum is for those already in the US, refugee for those still outside the US.

That's an interesting point. A data base should be for both those who are here as refugees and those who have been granted asylum status.
