Well, maybe just the mayor’s house, that’s probably where the terrorist would be staying.
I didn’t hear about the Russians kidnapping foreigners, cutting off their fingers on videotape, and sending the videos to family members asking for ransom,
Nor have I heard about Russians stoning young women and raping boys.
Maybe you’ll want to rethink that comment.

Well, FWIW they did cut off the manhood of that Muslim leader in Lebanon a while back, and sent the parts to his family. He made the mistake of kidnapping a Russian envoy.
Then after they let him bleed for a while, they shot him.
They told the family they knew where they all lived, and that ended any danger to the Russians.
Now that’s a ‘surgical’ strike.
If we’d done this to Mogadishu after Blackhawk Down, there may never have been a 9/11.
