I think it's most likely they'll try to use a chemical weapon with Tabun (GA) nerve gas.

Given the ease of manufacturing Tabun (after all, if the Aum Shinrikyo religious cult in Japan could make Sarin (GB) in home stills, ISIS could make large batches of Tabun in small industrial stills), this nerve gas could cause a lot of very serious injuries and deaths (any US Army veteran here on FR knows the excruciating effects of exposure to nerve gas from their military training). ISIS terrorists could modify any aerosol dispenser to dispense Tabun gas.
