I’ve read there were some really nice Nazis too. But they believed they needed to do some bad things for what they considered the greater good. Those things were then socially acceptable in their worldview. Islam is a similar worldview with similar socially acceptable behavior. The Israelis recently published the profile of their latest attackers. They were mostly “secular” Muslims. On average, they had no radical contacts. They were from relatively well-off homes. They felt they needed to kill Israelis. So, they did. This is why Islam is incompatible with western civilization. (As a matter of fact, it’s absolute hell for other Muslims to live with Sharia too. Sharia is your nutty neighbor killing you because he thinks he’s a better Muslim and Allah therefore allows it.)

When these people are sent into an area as part of a sleeper cell and told to await further orders, their handlers undoubtedly told them the following: Until we give you the word to carry out your mission, keep a low profile. Be nice to everyone. Don’t get into confrontations with anyone. Don’t do anything that would draw the attention of the police, or cause anyone to suspect the real reason why you’re there. Consequently, until something happens, everyone sees them as “nice guys.”
So, it is impossible to screen “refugees”. They may well seem like charming dudes.
