I would think the two Dakota’s and Wyoming, not so sure about Montana and Utah, we can add to our side. Would that put us in the majority?

27 is already a majority. No doubt some additional conservative leaning states will join the NO column. But technically, a couple in the NO column (NJ, e.g.) have not “inked” their objections.

But a couple in the YES column haven’t made it official either.
