The guy is standing right in front of a sandbagged shelter, and there is 2.5 seconds from the sound of the mortar being fired until impact. No attempt to dive into the shelter, as he is way too involved in his own self-importance. Even with an unlimited supply of duck tape, you can’t fix that kind of stupid.
