I don’t recall that I’ve ever seen the media use the words “brutal” and “ruthless” when referring to ISIS atrocities.
Marshall Zhukov came up with the idea of using search lights to blind the Germans for his initial assault on the Seelow Heights just outside Berlin. The plan backfired as all the dust in the air reflected the lights back blinding the assault troops.
One of the Tom Clancy books described such a weapon maybe 10-15 years ago. Debt of Honor, I think.

ISIS Tried To Scare Everyone With Strange New Weapon. Instead, They’re Getting Laughed At

ISIS is fighting Russian fighter planes. And when ISIS doesn’t have shoulder fired anti-aircraft missiles, they must think of some other more effective way to destroy those Russian fighters decimating their forces.
Those ideas must be creative, powerful, and effective. And so ISIS is reaching for the only materials they supposedly have to fashion new weaponry to mount a potent defense. This time, they are reaching for their condoms.

The Russians should INSURE that they blind the jihadists first and then kill them afterwards. That way the jihadists won’t know how incredibly ugly their 72 virgins are.
