The Russians are the only nation that came close to landing a man on the moon. They are more than capable of inventing signal jamming technology - in fact - it probably is easy for them.

Not even close. No Cosmonaut ever left Earth’s orbit (at on purpose, ha, ha!), which our Astronauts began doing in 1968. The Russians finally sent up an unmanned lunar lander which scooped up and returned several ounces of soil. That was it. Even 46 years after we did it, no other country has sent a man to the moon.
