Not even close. No Cosmonaut ever left Earth’s orbit (at on purpose, ha, ha!), which our Astronauts began doing in 1968. The Russians finally sent up an unmanned lunar lander which scooped up and returned several ounces of soil. That was it. Even 46 years after we did it, no other country has sent a man to the moon.
What I said is accurate. The Soviets failed but they were almost able to do it. If they can send a lander to the moon - still almost impossible for any other country to do - they can have the tech savvy to jam signals.
