Fella at work has a pickup that has a CSA flag plate on front (purchased), CSA fuzzy dice hanging on rear view mirror, decals on back window to name a few...
My point? I get that the plate in question is basically an “honor” plate for the SoCV, but there are other ways to identify with a group.
And I concur with your point that the state owns those plates....

It is the Battle Flag of the Army of Northern Virginia, not the official flag of the CSAThe "official flag of the Confederate states were three flags; the last two had the battle flag of the army of Northern Virginia - the official flag of the CSA. That Rebel flag has been flown by DemoRATS even in the 1900's.
the democrats of the 19th Century were the republicans of the 20th Century. Small government, states rights.
This did not happen until 1860.

When my military retiree husband died I was greeted in the OPM office by three of them. I knew immediately, upon walking in the door, that they were not going to take care of business, because I am white. And sure nuff.......
If I have to make a call to a call center and a black woman answers, I just hang up and try later because I know as a white male she "Ain't gonna do sh1 t to help dis white mofo devil".

Hey, I have absolutely no sympathy whatsoever. YOU people voted for that idiot for governor. Elections have consequences. Sorry. It's mean and mistaken to blame the entire state because of the densely populous commuter counties of highly-paid FedGov workers directly surrounding DC on both the Maryland side and the Virginia side. The rest of both states, with the exception of the government-welfare-populated cities of Baltimore and Richmond, are majority red, and many are reddy red red.
There is no other situation like this in the nation with the possible exception of the area around Chicago.

Unless the plate has actually been rescinded by legislation, I think you still have a case. The law was changed to make the design legal. To make it illegal requires a law change, as well.
