Maybe the author is stupid, maybe he has a bias which explains the omission. However residency status in the city, but do not hold Israeli citizenship is not only a falsehood, in it's implication that this is somehow Israel's fault. When Israel annexed Jerusalem it offered citizenship to all Arabs and others living there. It was a choice, however, some became Israeli citizens, many didn't. It wouldn't be a good thing when their Arab bretheren came and exterminated the Jews to have become Israelis. I'm open to correction, but I believe the offer is open to this day, and that there have been spurts of citizenship applications around the time of past failed peace agreements.
