Cruz believes that Speaker Boehner has cut a deal with congressional Democrats and President Barack Obama in which Boehner will push through Obamas liberal agenda and then ride off into the sunset.
I believe if Speaker Boehner had done that, had passed a dirty CR funding Planned Parenthood, funding this Iranian nuclear deal, that he would have lost his speakership, said Cruz on the Senate floor. So Speaker Boehner faced a conundrum. If he does what he and leader McConnell promised, which is fund all of Barack Obamas priorities, he would have lost his job.
And so what did he do? He announced he is resigning as speaker and resigning as a member of Congress, said Cruz. That is unsurprising, but it also telegraphs the deal he has just cut.

I believe part of it is because it was becoming public that Boehner was drunk most of the day. He was being watched to closely.
