In my state, any concealed permit holder can carry at any public school or college. This includes students, teachers, visitors, etc.

It is a terrible situation. It’s huge mental illness,” he said. “You’re going to have these things happen, and it’s a horrible thing to behold. Horrible.” Mr. Trump said that “for the next million years, you’re going to have difficulty.” “People are going to slip through the cracks, and even if you did great mental health programs, people are going to slip through the cracks,” he said. “I’m sure it’s going to be found that this guy was probably, you know, they seem to be loners, they have all sorts of difficulties. … What are you going to do, institutionalize everybody?” “So you are going to have difficulties — you’re going to have difficulties with many different things, not just this,” he said. “And that’s the way the world works, and by the way, that’s the way the world always has worked.”

Of course. CW is a common sense thing to do for anyone wanting one. Any law abiding American should be able to obtain one within days and little expense if so desired.
However it’s never a guarantee. It can still happen.
Like the nutcake in SLC Utah, who killed half a dozen and wounded more at a mall in Utah in 2007. Ya can’t force everyone to be armed and the bad guy can still have the drop on the good guy. It even happens to cops.
