In my state, any concealed permit holder can carry at any public school or college. This includes students, teachers, visitors, etc.

Of course. CW is a common sense thing to do for anyone wanting one. Any law abiding American should be able to obtain one within days and little expense if so desired.
However it’s never a guarantee. It can still happen.
Like the nutcake in SLC Utah, who killed half a dozen and wounded more at a mall in Utah in 2007. Ya can’t force everyone to be armed and the bad guy can still have the drop on the good guy. It even happens to cops.
