US Command & Control. Send out messages to all parties involved, we are going to launch 5 strikes today. Load bomb/missiles? Get authorization form DOD, back in SOCOM. Delay while determination is made - Missiles? Bombs? Neither? Both? Much dithering. Order goes out, this time, bombs only. Sortie takes off, order comes, Rescind bombs, no drop, flyover only, return to base. Relay message of Mission Accomplished back to SOCOM, high fives and medals for bravery for keeping collateral damage to absolute minimum.
Winning. Yeah, right.
