Did the mother lose custody of the children? No, the mother had custody of them, which means they lived with their mother. They probably stayed with their dad and Carly during visitation.
All that makes Carly's words and comments questionable because she not only refers to this woman as "our daughter" and ignores the real mother, but also she referred to the daughter's death to score points in a political debate. That makes people wonder about Carly.
