North Korea’s first nuclear detonation occurred October 9, 2006. George W. Bush was sworn in as President January 20, 2001. Bush had been president over 5 years when the North Koreans first demonstrated a nuclear weapon. Perhaps Mr. Bush deserves some of the credit or blame.

Still Bush had 5 years. Excusing him from any responsibility for the North Korean situation is the same as excusing Obama for the current mess in the Middle East or the current state of the economy.
