The problem with this is that it will now have the sanction of law rather than just being at best an executive action, at worst a violation of our Constitution.
Tom Cotton’s letter was all that was needed. Official notice to the party in question that any executive action like that would be unenforceable beyond one individual president.
Now, it can go before the world court as a law duly signed into effect by our Congress and President in accord with our Constitution.
