I’m sure a little epoxy injected into those cracks will fix things right up just like on my foundation. Then again, my foundation wasn’t holding back thousands of tons of water. Oh well, as long as Panama doesn’t deport its beautiful Colombian prostitutes, it will still be ok in my book.

If the Chicoms are involved you know the concrete is adulterated/inferior in some way.
Could they be using salt water in the mix?

a really, really bad pour. No one on that job knew what the hell they were doing.  That can’t be patched. It has to be removed and re-poured.

If this is the only glitch then they're doing fine.  Apparently it isn't and they aren't because the problems go way back to Panama's romantic personality based culture where years ago the Canal's procurement team rejected Bechtel's bid and gave it to the Madrid company's design that the canal pilots now say will never work.   Panamanian concrete was always problematic, we always knew the stuff was dodgy but we could work around it.  The way contractors would meet Canal specs was simply to say, subcontract 5K psi concrete so they could met the requirements for U.S. 3K psi concrete.

The tech/mechanical problems are easy, just do it over until it's done right.  The real problem here is a people problem where them w/ family connections can simply take charge and nobody can stop them.  Thing is that family connections don't help much when it comes to physical/mechanical realities.

This is why I always check a thread downstream before I post - someone usually beats me to a good punch line!

100 years ago the Army Corp of Engineers built locks that still don’t leak. Panama can’t build locks that last a few weeks, it appears. This is why the Engineers did not use local sourced ANYTHING 100 years ago.

I’d also mention that I think it was the COE who built some of the locks in New Orleans that failed in Katrina - which, shhh.....don’t let this get around...but Katrina was down to a cat 3 when it made landfall. That’s a very significant storm, but everything was supposed to be tight up through a Cat 3 storm.

Having said that, I know nothing about the specifics of the Panama Canal.

"Chi-coms"

That was my first thought, too, but...

"GUPC is a consortium made up of Sacyr Vallehermoso of Spain as its head, with Impregilo of Italy, Jan De Nul of Belgium and Constructura Urbana, SA (CUSA) of Panama."
