EEOC requirements don’t only occur in broadcasting; If there’s a Federal agency involved in a contract, the business providing the goods/services involved has got EEOC (along with an alphabet soup of other agencies) quoting requirements and regulations 24/7/365.
Those bureaucratic twerps were just hitting their stride in the mid 80’s, which is one of the reasons for all the US manufacturing getting packed up and shipped to China, etc.
It didn’t have anything at all to do with “Corporate Greed”. It’s just plain impossible to do business in the US without spending the bucks buying political influence to be able to slide around all the Federal minefields.
