Kansas should pass a law that requires motorists to have "license plates" on their cars, so officers don't have to actually get near enough to a traffic-stopped car to get entangled in the door or window.
If a car drives away like this, the authorities could then just go to the person's house and pick them up later.
That would put a stop to incidents like this...
