They aren’t apologizing, they are simply stating they regret that something happened. In this case, they regret that the ROK troops were maimed by a landmine. Who’s landmine? The Norks will never admit its theirs.
I think the Norks are scared, and that the South should tell them to take their regrets, turn them sideways, and shove them up the their Dear Little Dork’s butt.
Technically, not an apology, just a statement of “regret” that it happened. So, your worrier can climb in off the ledge now...

When you get an APOLOGY from North Korea, it means you gave them something HUGE.
Maybe the thing was given secretly, but the thing was huge.
In return South Korea promised not to make fun of North Korea leader’s haircut.
The way the talks seemed to be going it sounded like the ROKs said the equivalent of “OK, fine. You want war so badly? Bring it. Put up or shut up”, while China was making “we’re fed up with you, too” moves on the other side.
China didn’t get involved in the Korean War until we rolled up to their borders. They didn’t like that one bit. I don’t think they want the Kim Cabal getting adventurous.

I think I saw it on Showtime a month or so ago. I was channel surfing and when I landed on it, I could not stop watching. Rodman is a raving drunk and psycho.
