There was never a chance that Congress could or would block it. If enough Members oppose the Deal that they could shoot it down, certain members will be assigned to vote for the thing whatever their inclinations and they will. If Congress did vote it down 100% it would make no difference. Hussein will simply order the terms to be carried out and neither Congress or the Court will move to stop him. They have already ceded their powers to the Sultan. Congress now exists as an advisory body only.

Good analysis. If this "deal" passes, all Republicans are to blame as, because of congressional trickery, we cannot determine who voted for it versus those who voted against it because their "yes" vote wasn't needed ... all Republicans are to blame as the GOP is not functioning as an opposition party ... as a check on an out-of-control executive branch.
