Ex-Fairfax officer who shot and killed unarmed man denied bail, faints in courtroom

Commonwealth’s Attorney Raymond F. Morrogh argued against bond, telling a Fairfax County Circuit Court judge that Torres was upset before the shooting and had told supervisors that his wife had cheated on him and traveled to Hawaii with a boyfriend.

On another occasion, Morrogh said Torres had been sent home from work because he was “upset and disoriented.” Morrogh also said Torres went home sick one day, but supervisors later learned that he was spending time with family.

There was FR interest in this case awhile back. I can't find any ref to these latest developments.

Hate to link to the Post, but the Times has so many popup ads that I get nervous.

BTW - If half of this is true, this guy was a walking time bomb.

If supervisors knew that he was having marital problems the day of the shooting, they are at fault for allowing him to go on duty. If in Fact he told the supervisors before shift, they knew first hand he shouldn’t have been on duty.

ROFLMAO. If every policeman with marital problems were not allowed to go on duty, 92 percent of all policemen would be sitting at home every day.

Then maybe they should do a better job of screening applicants. This guy just wasn’t having problems, his wife just left him for another man.Putting a man on the street with a badge and a gun with what just happened to him was not a good decision.

It's not just the marital issue. It's that he was once sent home for being “upset & disoriented”. Huh?

That sounds a lot like that cop in Ohio who got fired for freaking out at the shooting range, then got a job with the Cleveland PD and shot Tamir Rice.

I never see a report on the meds these cops are on. Are they tested after shootings? Is that something the unions prevent?

63.26% of men have cheating wives and/or 73.78% have dead or dying friends and family and/or 86.75 +/- 2.6% have health issues. All of us are supposed to a) make a living and b) do it without shooting people.*

People handle stress differently.

Suppose one of his kids was heavily into drugs?

Or a parent with Alzheimer’s just moved in with his family.

Can’t keep them all off of the street.

I know people that get stressed out over a patriot’s loss. I kid you not.

IIRC, this was the case where the Fairfax County Commonwealth Attorney asked the police department for the results of its internal investigation into the shooting. The Fairfax County Attorney's Office blocked the release of the investigative report and took the position that the police department's investigative records were somehow privileged, and they did not have to share them with Commonwealth Attorney's office. Fine, have it your way, said the Commonwealth attorney, and he simply went down the street to the U.S. Attorney for the Eastern District of Virginia and asked him to start his own investigation of the killing. Oh wait a minute, we've had a second thought now, said the County Attorney's office, and the records were quickly released, and the officer was indicted.

What a shameful episode for both the police department and the County.

There is no such thing a discipline with cops. And, there are rarely any consequences.
