20 or 30 either one is impressive and has the other candidates shuffling. I can also tell you from experience that crowd size estimates are indeed part of the game the media plays.
One example...I was handling media for a Presidential state campaign, and we hosted Marilyn Quayle at a rally. There were about 600 people there....and I had to negotiate the crowd size with the reporters - holding access over their heads - to get a reported 3-400 turn out. They wanted to call it 100-200.
It’s part of their schtick. They also use photographic angles to make the crowd look small too. For Democrats, it’s just the opposite.

Right there I saw the problem with the visuals of a stadium being 1/4 empty, knowing some would focus their cameras on the empty seats.
