Waco as a "Cossacks Stronghold" or "Cossacks Turf" is not supported by the evidence, other than police narrative, which appears to be stuff made up out of whole cloth.
John Wilson, president of the Waco chapter of the Cossacks Motorcycle Club, told the judge at his bond reduction hearing that there were 6 members of the Waco chapter of Cossacks.

Cossacks are not among the clubs listed at the United Clubs of Waco website.
There is inferential evidence that the police encouraged Cossacks to show up at the Twin Peaks meeting.

The bad blood between the two gangs had its first eruption in the murder late last year of a Cossack ally from the Ghost Riders by ten Bandidos who burst into a bar and shot him dead, wounding three others;
A Cossack meeting house was later burned to the ground in an attack the gang blamed on the Bandidos;
In March the Twin peaks branch where the bloodbath happened had hosted another ‘bikers’ night’ which was about to spill into violence until police defused the situation with the threat of mass arrests;

They were in a gang war and his dudes showed up at a Bandidos meeting wearing Bandidos patches!
A meeting that had just recently been changed from Austin to HIS hometown!
He shows up seventy+ strong and takes over the Bandidos reserved patio!

I was on a facebook page where a lie was circulating as fact, that the Waco Pd set it up and asked Cossacks to go there. Wilson, pres of Cossacks came in and posted that it was false and posted "Waco PD did not invite us to TP. They did suggest that the two clubs start dialog when they came to the shop on March 28th.".
Granted, hearsay on top of hearsay. But it is a direct refutation of police suggesting to Wilson, that Cossacks show up at Twin Peaks. But it also appears that Wilson's "expecting trouble" remark was made on March 28th, and is not reasonably taken as "expecting trouble at Twin Peaks on May 17th."
Here’s an idea...stop relying on un-sourced and discredited blog sites for your information.
By the way, I eventually bumped into a news report on the seven examining trials being dropped, no thanks to you for providing a source for a contention that I believed.
