There’s a phrase I’m looking for, along the lines of “when all you have is a hammer, everything starts to look like a nail”. (but thats not it)
The way I read this is that the FBI has various “right wing” groups so well infiltrated that they pick up on and report a disproportionate amount of “threats” from them, and perhaps are even to the point of being predisposed to interpreting things as “threats”.
