The laws to do what Trump says are already on the books. He needs no new laws. There would doubtless be mass claims for refugee status, but that can be dealt with, also.
All it would take is a president determined to enforce the law. What a radical concept.
Nothing needs to be passed through Congress. The laws already exist. What we have lacked was a President willing to apply them.
