Cops should have at least taken the card out of the camera. Sounds like the peeping toms have friends at the police station or in city government.
Yeah, it could be a city-wide conspiracy. Or the owner could actually not be a peeping tom.
The police love the idea of using drones to peep ,too!!!!!

No need for pesky warrants when you can just buzz the ol’ drone up to the windows. Also good for making sure there isn’t an unapproved doghouse or clothesline in the backyard.
Ogling female sunbathing outside or watching through a bedroom or bathroom window is just a operator perk!
Drones are a huge privacy threat if misused.
A drone could have a weapon on it. One never knows.
