Why are there two sets of laws in this nation? One for us and one for them?

Three sets of laws:
1. One for the Elites
2. One for the illegals & favored minority groups
3. One for citizen-taxpayers

There are two sets of laws for one reason.
Those that control the old media want it that way.
You have put the entire concept of “progressivism” in a nutshell.
The “elite” get to decide what the masses should do, should have, and should know.
The masses are supposed to do what they are told.
That is progressivism.
It is essentially a criminal conspiracy wrapped up as a political philiosophy, much like feudalism.

Because we don't have teeth anymore and we're not willing to shoot them.
Or something like that. Did you want a nicer answer?

RE “Why...”
Because “they” write them that way, and idiots keeping voting for them.
