I think its true in a lot of cases but that doesn’t mean we should “fix” it by bringing in someone else.
We fix it by rebuilding the work ethic of America’s kids. Hell, illegals are getting 3 times what I made working on the farms as a kid in the 80s.
I've heard him restrict that to seasonal agricultural workers. That makes sense, but it's the only thing that might fit into the category of "jobs Americans won't do".
