If he runs again he will win. There is no Constitutional bar to his running again and his people control the vote count and the citizenship/voter numbers. The Constitution was overridden entirely by the Supreme Court and Congress in the last 6 months.

Uruguay has a very large European population. Montevideo is a very modern city. I think Americans can retire there as long as you have a minimum income of $1500/month and a clean criminal record.
