Most platform lifts have an emergency down valve, readily accessible for emergency use only! Like a small gasoline fire under the fuel tank? Or when your buddy brings doughnuts and you are fast asleep..
All that’s needed is a cabbie that looks like Ernest Borgnine and the transformation of Manhattan will be complete.
Import a pair of grizzly bears and a pack of wolves. Takes care of the homeless problem and makes the enviro types happy by extending the range of threatened species. What’s not to like???
