Obama is the kid on the playground that keeps getting beaten up.
One day he thinks he's found a fix. He offers the bully something, to leave him alone. Then it's still okay for the bully to beat up his friends.
Sooner or later the bully comes back and beats the pulp out of this kid.

The move is seen as a tit-for-tat gesture, following Western court cases involving Russian firms.I don't like Putin, but that was just stupid on the part of the Western courts.
