Very bad guy had kidnapped Joe’s daughter & was going to kill her. When Joe caught up with him (his daughter still a hostage), he first was going to just center mass shot, then instead blew off his arm at the elbow.
All I can say is that after the very awful things this killer had done others and was going to do to a little girl. it was hard not to cheer when the arm was pulverized.

In all seriousness, it does seem to either be EARLY IN THE GAME or an INTENTIONAL CONTAINMENT.
Or it could be just that pictures of a one-eyed man bleeding profusely from a stump and a beheaded woman are considered too difficult for us poor wittle weeping willows to see.
