Connecticut cops have reported making a grim discovery near a commuter train station: severed human arms in a plastic bag and nearby in a separate location severed legs with sock-clad feet.
The human limbs were found Wednesday near the Metro-North State Street Station in downtown New Haven. The arms contained no hands. The feet had socks on but no shoes.

I'd think having unaccounted for dead people is not the norm.
All I know about New Haven is that they claim to have invented the hamburger there, and they are generally ranked very close to Flint, Michigan in national crime rankings.

A sanctuary city.
Safe place to leave body parts.

A true crime book I read last year detailed a crime in Britain, maybe late 1920s/early 1930s about somebody leaving body parts in a suitcase or two, maybe packages, on a train. Eventually, the unclaimed luggage room began to reek.
Any way, once it made the news, it gave ideas to others on the discreet disposal of bodies, and that station, in particular, became the favorite destination for a handful of bodies over the next couple of years.
