I don't truly care if it was the Waco Police Chief, at the Grand Jury level. GJ's will indict a rusty tin can.
If anything like this happens at the trial level, it's pretty much an automatic mistrial.

I concur.
I wish, however, that sometimes at least the State would pretend to not be doubled over with incessant laughter at the gullibility of the peons they rule.

Yabbut, if they get indictments, then it couldn't have been 'false arrest' and a whole lot of lawsuit liability just goes away. Correct me if I am wrong, but I think this is damage control.
The 'fix' is in.
