LOS ANGELES — A GENERATION ago, this West Coast metropolis became a “third world city.” At least in the rhetoric of certain East Coast thinkers.

A 1991 book by David Rieff cited visitors who were stunned by “seeing nothing but brown faces, hearing nothing but Spanish on the streets.” The arrival of coffee-colored Latino masses (like me and my Guatemalan-American family), together with the spread of Mandarin and Korean logograms on street signs, led Mr. Rieff to call this the “capital of the third world.”

As a native of the city, I was offended to hear it tagged with such a denigrating label. But in recent years, and for different reasons, I’ve come to believe that a metropolis of the “developing world,” to use a more polite expression, is being born here.

Its center is not in East Los Angeles, or any other Latino neighborhood; nor in our recently christened “Little Bangladesh.” The third world exists everywhere here — in the spread of inequality.

The deepening gap between rich and poor is both a sociological fact and a state of mind. The cost of housing is up dramatically, and so is homelessness.

“If it feels like there are people living on the streets and under bridges everywhere you look, it’s because there are,” Bianca Barragan wrote for the website L.A. Curbed last month, after a survey by the Los Angeles Homeless Services Authority found an 85 percent increase in the number of people living in tents and cars over the past two years. In all, the census counted more than 25,000 homeless people in the city, up 12 percent over the same period. . .

Same is happening here in NJ; there is no money left to fix anything. County & state roads fare better than others, but local streets are a mess. All the money is going to current government workers’ salaries (especially teachers) - never mind the present value of their ridiculous retirement packages.

When you see “Stop” signs overgrown by brush, you know it is all over; we’re spending so much on the guys that used to maintain them (that retired twenty years ago) there is nothing left to pay someone to do it today...

How can we hope to attract new businesses when they’d just be buying a share in a massive IOU?

Here's the joke....

The finals of the National Poetry Contest last year came down to two finalists. One was a San Francisco State University graduate from an upper-crust family; well-bred, well-connected and all that goes with it. The other finalist was a redneck from Texas A & M. Go figure.

The rules of the contest required each finalist to compose a four-line poem in one minute or less, and the poem had to contain the word “Timbuktu.”

The San Francisco State graduate went first. About thirty seconds after the clock started he jumped up and recited the following poem:

“'Slowly across the desert sand

Trekked the dusty caravan.

Men on camels, two by two

Destination -- Timbuktu.”

The audience went wild!

How, they wondered if the redneck could top that?!

The clock started again and the redneck sat in silent thought.

Finally, in the last few seconds, he jumped and recited:

“Tim and me, a-huntin' went.

Met three whores in a pop-up tent.

They was three, we was two,

So I bucked one and Timbuktu”

This began under Jerry Brown in the 70’s. Liberal judges and legislatures with mal-apportioned lines rendered Republican governors largely ineffectual. However, they couldn’t force middle-class taxpayers to stay in the state.

Expect this sad trend to continue. What a shame, given the state’s great natural beauty.

The massive mortgage fraud ended in disaster for which no one has been held responsible. Taxpayers got saddled with billions of dollars in bailout bills.

These subprime activities were not simply the mortgage market at work. They were fueled by avarice, greed, stupidity--all enabled by Congressmen and other groups which leave a trail at the door of the super-secretive Congressional Hispanic Caucus, and then-Cong Joe Baca (D-Cali).

Between 2000 and 2009, Hispanic populations increased; but Hispanic home ownership grew even faster, increasing by 47%, to 6.1 million from 4.1 million, according to the US Census Bureau. Over that same period, homeownership nationally grew by an enemic 8%.

In 2005 alone, mortgages to Hispanics jumped by 29%; Latinos with multiple fraudulent identities in low-paying jobs obtained costly non-prime mortgages---soaring to a shocking 169%, (Research provided by Wall Street Journal)

HOGAR was coached to call the figure "alarming," and to say "a concerted effort was required to ensure that by the end of the decade Latinos will share equally in the American Dream of home ownership." HOGAR and then-Cong Baca conned the public, failing to note that most of the "dreamers" were illegals, citizens of Third World countries who had violated US borders.

Predictably, HOGAR colluded w/ co-conspirators which included:

(a) shaky mortgage companies that ran into big trouble;

(b) Fannie Mae and Freddie Mac, both now under federal control after billions in taxpayer bailouts;

(c) Countrywide Financial Corp., sold to Bank of America Corp;

(d) Washington Mutual Inc., taken over by the US government and sold to J.P. Morgan Chase & Co.; and,

(e) New Century Financial Corp. and Ameriquest Mortgage Corp, both now defunct, killed by defaulted subprime Latino mortgages.

HOGAR's ties to Countrywide and the subprime mortgage industry were substantial. Bribery and self-dealing were rampant: Companies that donated $150,000 to then-Cong Baca got the right to have their own research fellow who would conduct fraudulent studies, which were cunningly used by industry lobbyists to pump fraudulent lending. Bribery and extortion in the form of $100,000 annual donations to then-Cong Baca, for which HOGAR provided phony news releases from then-Cong Baca's Hispanic Caucus promoting a lender's commercial products to the Latino market,

The most shocking example of bribery well-substantitated by Hogar's literature..... HOGAR announced it worked with Freddie Mac on a self-serving two-year examination of Latino homeownership in 63 congressional districts. The "study" found Hispanic ownership on the rise thanks to "new flexible mortgage loan products" that the industry was adopting at the urging of Cong Baca's collusive coterie.

HOGAR conned lenders into even more lenient down-payment and underwriting standards. As the subprime debacle unfolded, HOGAR declined repeated requests for comment despite the economic havoc their activities precipitated. The fraudulent mortgage schemes demonstrated the criminal activities of border violators with multiple identities---perhaps violent, terrorist-connected foreigners---colluding and conspiring to defraud private companies and public entities. And mortgage racketeering enterprises which employed sub rosa finance and business practices to carry out deceptions and frauds.

The alleged ring of swindlers---a Congresman, individuals with multiple identities, banks, insurance companies, mortgage brokers--might be charged with cheating the US govt, taxpayers and bank share holders out of hundreds of millions of dollars via an elaborate web of mortgage and bank frauds. The mortgage "Dreamers" used multiple phony identities, fraudulent Social Security numbers (purchased from identity forgers) in order to obtain govt-subsidized benefits. L/E will find that individuals with multiple identities obtained fraudulent mortgages then flipped the houses at ever-higher prices to family member who then absconded to foreign countries, sticking banks (and taxpayers) with hundreds of millions in fraudulent mortgages.

BACKGROUND A Wall Street Journal investigative report related that, according to the Federal Financial Institutions Examination Council examination of the borrowing spree, uncovered financial schemes by low-income housing groups, Hispanic lawmakers, a congressional Hispanic housing initiative, mortgage lenders and brokers, all colluding in fraduent schemes to increase homeownership among Latinos with forged documents which enabled massive fraud.

Then-Cong Joe Baca and the separatist tax-funded "Hispanic Congressional Caucus" has been close-mouthed about its role in financing, and, earmarking the blood-thirsty America-hating La Raza.

Race-pimping "La Raza" was given tax dollars...... and Congressional earmarks...... to finance its so-called "mortgage activities." La Raza's "strategic partnerships” with Wachovia and Bank of America forced the falsification of mortgage-applications. The dumbing down of mortgage requirements and documentation standards caused taxpayers to be socked w/ billions of dollars in bailouts...and decimated the US economy.

La Raza aided and abetted risky federal and private-home loans to latinos over the last decathanks to the lending industry’s version of “don’t ask, don’t tell.”

Plus----in addition to pocketing millions of federal tax dollars, La Raza also collected a $1 million Democratic earmark that funded “community-development” projects. Analysts report that much of it went to "mortgage counseling."

All of the official documents need to be scrutinized for fraud and falsification (a felony); as well, the Bank Secrecy Act needs to be mobilized to uncover the whereabouts of tax dollars and whether money laundering and tax-financed terrorism took place.

Alfonso Portillo---ex-president of Central America's Guatemala--- faced charges in New York that he used US banks to launder millions looted from his impoverished nation. Alfonso Portillo took office in 2000 pledging to (ahem) redistribute Guatemala’s wealth.

Portillo, 61, allegedly ran scams to drain the impoverished country's coffers. The feds say Portillo embezzled about $2.5M provided by the Taiwanese embassy....$1.5 million was earmarked for “Libraries for Peace”....books for school kids.

Portillo colluded w/ corrupt C/A insiders---he personally endorsed three $500,000 checks issued against an account at the Intl Bank of China in Manhattan, then deposited the cash in the Miami bank account of a Guatemalan bank controlled by a close associate and political supporter.

The embezzled foreign aid money was funneled to bank accounts in Paris in the names of Portillo’s ex-wife and daughter.

GUATEMALA CITY (Reuters) - The United States should provide billions of dollars to help Central American nations curb the flow of illegal migrants, Guatemalan President Otto Perez said, and his government warns the problem will get worse if Washington fails to help.

Fleeing violence, trying to reach relatives already in the United States or seeking jobs, record numbers of child migrants from Honduras, Guatemala and El Salvador have been stopped at the southern U.S. border this year, causing widespread alarm. Last month, the three countries pitched Washington an ambitious development plan to confront the issue.

They want to pump about $10 billion into the region to create jobs and lift living standards, with the bulk of funding coming from the United States, Perez told Reuters. He hopes the plan could come up with about $2 billion a year from 2015 to 2019, a sum he equated to roughly 10 percent of annual U.S. spending on border security and immigration enforcement.

"Now we understand it's not simply a question of the United States saying: 'Right, here's $2 billion a year for five years' for example - the governments of the three countries have to play their part too," the conservative Perez, who took power in early 2012, said in an interview late on Monday.

The US aid package would boost infrastructure and provide more jobs in all three countries, especially in areas that send large numbers of migrants to the United States, he added.

The three Central American governments are urging the United States to shoulder the lion's share of the costs, arguing that U.S. demand for illegal narcotics has fueled violence among drug gangs across much of the impoverished region.

"The United States has to support this, it has no other option," Guatemala's foreign minister, Carlos Morales, told Reuters. "If they don't support it, the crisis will kick off again, you can count on it."

Perez said he hoped the United States would put up about 60 percent of funding. "But we'll have to discuss it calmly and see what each individual country can do, and what can be achieved by common consent."

During meetings in New York in September, U.S. Secretary of State John Kerry told Central American officials he hoped Congress could approve about $300 million in funding, Morales said, noting the sum was "nothing" given the scale of the problem.

The Ministry of Truth, Winston's place of work, contained, it was said, three thousand rooms above ground level, and corresponding ramifications below.

The Ministry of Truth concerned itself with Lies. Party ownership of the print media made it easy to manipulate public opinion, and the film and radio carried the process further.

The primary job of the Ministry of Truth was to supply the citizens of Oceania with newspapers, films, textbooks, telescreen programmes, plays, novels - with every conceivable kind of information, instruction, or entertainment, from a statue to a slogan, from a lyric poem to a biological treatise, and from a child's spelling-book to a Newspeak dictionary.

Winston worked in the RECORDS DEPARTMENT (a single branch of the Ministry of Truth) editing and writing for The Times. He dictated into a machine called a speakwrite. Winston would receive articles or news-items which for one reason or another it was thought necessary to alter, or, in Newspeak, rectify. If, for example, the Ministry of Plenty forecast a surplus, and in reality the result was grossly less, Winston's job was to change previous versions so the old version would agree with the new one. This process of continuous alteration was applied not only to newspapers, but to books, periodicals, pamphlets, posters, leaflets, films, sound-tracks, cartoons, photographs - to every kind of literature or documentation which might conceivably hold any political or ideological significance.

When his day's work started, Winston pulled the speakwrite towards him, blew the dust from its mouthpiece, and put on his spectacles. He dialed 'back numbers' on the telescreen and called for the appropriate issues of The Times, which slid out of the pneumatic tube after only a few minutes' delay. The messages he had received referred to articles or news-items which for one reason or another it was thought necessary to rectify.

In the walls of the cubicle there were three orifices. To the right of the speakwrite, a small pneumatic tube for written messages; to the left, a larger one for newspapers; and on the side wall, within easy reach of Winston's arm, a large oblong slit protected by a wire grating. This last was for the disposal of waste paper. Similar slits existed in thousands or tens of thousands throughout the building, not only in every room but at short intervals in every corridor. For some reason they were nicknamed memory holes. When one knew that any document was due for destruction, or even when one saw a scrap of waste paper lying about, it was an automatic action to lift the flap of the nearest memory hole and drop it in, whereupon it would be whirled away on a current of warm air to the enormous furnaces which were hidden somewhere in the recesses of the building.

As soon as Winston had dealt with each of the messages, he clipped his speakwritten corrections to the appropriate copy of The Times and pushed them into the pneumatic tube. Then, with a movement which was as nearly as possible unconscious, he crumpled up the original message and any notes that he himself had made, and dropped them into the memory hole to be devoured by the flames.

What happened in the unseen labyrinth to which the tubes led, he did not know in detail, but he did know in general terms. As soon as all the corrections which happened to be necessary in any particular number of The Times had been assembled and collated, that number would be reprinted, the original copy destroyed, and the corrected copy placed on the files in its stead.

In the cubicle next to him the little woman with sandy hair toiled day in day out, simply at tracking down and deleting from the Press the names of people who had been vaporized and were therefore considered never to have existed. And this hall, with its fifty workers or thereabouts, was only one-sub-section, a single cell, as it were, in the huge complexity of the Records Department. Beyond, above, below, were other swarms of workers engaged in an unimaginable multitude of jobs.

There were huge printing-shops and their sub editors, their typography experts, and their elaborately equipped studios for the faking of photographs. There was the tele-programmes section with its engineers, its producers and its teams of actors specially chosen for their skill in imitating voices; clerks whose job was simply to draw up lists of books and periodicals which were due for recall; vast repositories where the corrected documents were stored; and the hidden furnaces where the original copies were destroyed.

And somewhere or other, quite anonymous, there were the directing brains who co-ordinated the whole effort and laid down the lines of policy which made it necessary that this fragment of the past should be preserved, that one falsified, and the other rubbed out of existence.

Coming down the western side of WCP once; my power steering went out about 2/3’s away from the valley floor!

Thankfully my brakes didn’t!!

Strangely; NOTHING could be found wrong with the steering and drove the vehicle for many years afterward with never another problem steering.
