This is not only a a Holy dictate, it is a promise.
LOUSY theology: Proverbs are not promises — as a matter of fact there are pairs of proverbs that are contradictory to one another.
Also just how do you expect to really intervene? If you’re just there moralizing to your own pride, it serves no good.
PS I am not saying (God forbid that I should be represented this way) that parents shouldn’t be encouraged to TRY. This helps in enough situations to make such a proverb be a proverb. Proverbs outline situations that are common enough to be worthy of consideration, in the light of other factors as applicable. (This is, again, why there are sometimes “dueling proverbs” that make contradictory statements.)
But please don’t miss my point here — ofttimes a problem is beyond human reach alone. Or to put it differently, it really needs God to train a woman to be a woman or a man to be a man. Short of that, a lost child might not be able to be reached. And this is an age of increasing lostness.
