The board will take on Another $1 Billion in debt ($640mil to Pension fund).
They are borrowing money to pay the pension fund arrears and picking up a $360mil slush fund.
And absolutely no accountability.
These are insured Municipal Bonds. And you're probably holding some in your 401k.

Mayor Rahm Emanuel delayed a $634 million pension payment until the eleventh-hour on Tuesday, waiting to see any relief would come from state lawmakers. It never came.
Just like a bureaucrat...sitting around, waiting for massive amounts of somebody else's money to come floating down from the heavens.
