Over 20,000 people live in Ferguson Mo... MAYBE 400 local residents were involved in the riots. 400's on the high side of an estimate and that's still NOT diddly squat.

With domestic terrorist it’s simply a matter for law enforcement. With foreign terrorist it becomes an act of war.
It doesn’t take a lot of people or a lot of money to start a war.
As far as you know someone could get a muslim terrorist to set off a car bomb in NYC then blame it on the racist right wing extremist TEA Party and have them declared terrorist and turn the full weight of the federal govt against them.
