Normally it would be pretty easy ,, just “expire” the backups so that the tapes are put into the “scratch pool” and re-used... in this case the backup tapes were no doubt identified as needed for an investigation and given a no-expire flag or physically removed to a safe storage location... This was no accident.

In our business they made sure to tell us emails are forever. If someone erased them it was most likely a criminal offense.
If a normal person clears his browser cache he can be prosecuted.

No, not nonsense. BULLSHIT. The erasures were on purpose and if the leaders of the erasing unit gave improper or wrong instructions, they should have been fired on the spot, or if they are still working for the IRS, fired immediately.
The IRS leadership is so corrupt that they are giving the EPA a run for their money. (IRS general employees I have dealt with have been pretty good. It is the leadership that sucks, on purpose).
