The most likely reason for this is the number of Arabs who are in the oil business and in town for extended stays.

How can Spanish come in 3rd?

Not to mention tens of thousands of Houstonians (THE hub of the world's energy business) who work in the energy industry, which may take them to (gasp!) Saudi Arabia. (Imagine that! Who'da thunk it?)
I'm just wondering why it took 40 posts before we got one where the poster seemed to understand why there might be such an educational program.

Most of whom already speak English.

That bitch Adams ought to be flown and dumped right over Ramadi just to prove how “successful” Arabic and Islam immersion really is!

I’m all for it, as long as they also teach John Locke, Moses, and the Apostle Paul.

Another "kiss their a$$" gesture and maybe they'll decide "we're O.K. and that they really like us"
Gee.. I wonder WHY the Jews didn't use this technique with Hitler? /s

I disagree. The more born-Americans who can speak Arabic is a big plus for the USA.I agree with you. But I suspect the tenor of the teaching at these schools will be very sympathetic to our enemies and hostile to America and the American way. I simply do not trust public schools to do the right thing, ever. Not in today's political climate.
By the way, my son is at UC Davis majoring in Mandarin Chinese, minoring in Farsi. :)

I love it when someone says “all American citizens should be required...”
Clearly indicates that anything else that someone says is irrelevant.

You were not put onto this Earth to live up to my expectations.
I was not put onto this Earth to live up to your expectations.
In the event that I do not live up to your expectations then you know what you can do. ;-)
