That's one of the major reasons the supporters of various trade agreements want fast track authority. Once they get that sucker negotiated, it's a done deal for all practical purposes.

I would vote for Cruz, but either he is naive or a little too optimistic of Congress: “Senator Cruz would not and will not give President Obama one more inch of unrestricted power. “ -— Since when has Congress restricted him?
They won’t, for the most part. But I have a Plan B if they hand us Hillary or Jeb and most of them don’t.
