That one will probably not happen, seems like everyone is training foreign replacements.
We already have too many immigrants, we do not need more.
As you probably know, thats always been a sleight of hand. I work in a technical field, many of my co-workers are H1B, others have found other ways to legally work by presenting themselves as management when in fact they are just worker-bees. Since I generally like these people on a personal level, and they are generally pretty competent, I'm not complaining about this on a personal level.
But its easy to get around the "no americans available" clause, I've seen it done again and again. You just run a very detailed ad written around they guy's resume. No one will precisely meet the requirements as written. They do it all the time.
If we were going to expand H1B, then we should be reducing other immigration in other categories. But, really, we have lots of tech workers here and sometimes the wages just stagnate.
