I love wild statements like this presented as fact without the faintest shred of actual evidence to support the claim. (In diversity is strength) etc.
Low intelligence trumps paint chips as every man can be held to have the ability to discriminate between edible animals, vegetables and minerals. Those who cannot make that discrimination have subnormal intelligence. Many cultures have failed.
But..., but..., I thought "Head Start" was supposed to rectify, among other things, that particular lack of civilized behavior?
Actually we do and for the same reasons.
1. The human is not inherently lazy or sloth when faced with adversity. He must work and strive to survive in adverse conditions. He becomes a better person.
2. When the basic needs of a human are given from cradle to grave via the welfare state, the human does become lazy and sloth. This environment breeds crime and violence. It is not a function of color but environment.
3. However, the most perverse aspect of the welfare state is it breaks down the family unit. There is financial reward for having children and not being married. This is the recipe for what we have seen in our cities. I am not optimistic.

Can’t alter the low intelligence 1/2 though and it apparently can’t alter the poor impulse control feature.

nature, nurture, and poor choices
I have yet to figure out how “the rich” can have billions of dollars taking 100 dollars from 10,000 people.
Both of those can be alleviated to a certain extent with proper cultural values.
Now I’ve heard it all...people are poor because they live in houses and apartments coated with lead paint.
Give me a break. This has to rank up there with the theory that one’s predilection for criminality was determined by the number of bumps on your head.
When was lead paint phased out? Thirty, forty years ago? Even tenements and public housing projects have been repainted since then. And, the most recent data he cites about “dangerous” levels of lead are from 1995. How does he explain all the “yuts” born since then—and raised in homes with latex paint—who are thugs and gang-bangers.

Actually IQ is the difference. The average IQ of an inner-city black is 76. More than a third have death penalty immunity because their IQ is so low. Add culture and promiscuity to the mix, there’s no hope.

new leaded paint was abolished. The old stuff keeps peeling. Though everybody breathed plenty of leaded gas back in the day.
The lead problem is mainly in the windowsills. The unsupervised kids chew on the windowsills and ingest the lead paint chips. They don’t chew on the walls. Folks have learned that if their kids ingest those chips they can get on SSI.
