“The Duggar’s had a sealed or expungement order already that is why the 2006 police record was expunged so quickly.”

Was it sealed or was it expunged?

When was it seal or expunged and if the case never did see the inside of a courtroom, how could it be expunged or sealed?

Child molestation cases don't have to see the inside of a court room.

My cousins son groped his much younger cousin.
He was 14 at the time.

Never went to "court". He still has to register as a sex offender for the rest of his life.

The DHS had the records sealed. I would assume at 21 Josh's record would be expunged or Josh sued to have the record expunged. That is the thing about expunged records they are blotted out. I would infer that the 2006 report was over looked and would had been included in a expungement order. case did not end when Springdale, Ark. police closed their investigation in 2006...The Department of Human Services (DHS) was then brought into the case....Josh Duggar sued the Arkansas Department of Human Services. A trial was held on August 6, 2007
