It's a reasonable question. He might have been arrested and released after agreeing to cooperate...he might be an under cover or an informant...maybe he removed his cut and slipped out in the confusion..there are a number of ways he could have avoided getting thrown in jail.
Can you explain why so many of those arrested aren't cooperating with police?
